i know that you can put in an IP and get a location. but would it be possible to put in a location, and get an IP?

well, the location your getting usually isnt exact, in fact the location that comes up with my ip is in a different province. But you can use the "map of the internet" (check google images) for a general idea of location > IP. However, when it comes to specifics I don't think you can tell exactly which location would designate each IP because the IP you get depends on alot of things (but I might be wrong)

ISPs have the databases you would need to do such lookups.
