If I wanna secure my files against leechers and etc, would using window's encryption system be a 100% secure way to protect the files?

But it will increase the protection and could discourage the others from diggin into your computer.

Get true-crypt if you want to be really (as in stop the FBI, but probably not the NSA) secure. Also of course, pgp.
