How about a group of members, that have more power than other members, but have less power than admins, these moderators would help out admins by checking the "other challenges" submissions, and looking over articles. Or if someone was spamming on all the forums, the moderator could silence them for 30 minutes.

That's pretty much already being done with a thing called permissions, you can set an admin's permissions so they can only moderate submissions
