Hello guys .What do you think of the certified ethical hacker course offered by EC-Council.Is it a wast of time or is it worth spending time and effort getting it?

It will familiarize you with a lot of tools but, really, I think the Security+ is a better "entry-level" certification... It actually teaches the concepts. I don't see anything wrong with taking the Security+ and the CEH, though. It would be something to keep you occupied until you're ready to tackle the CISSP (and have the years of experience to actually get the cert).
