i think we should have stickies that only mods/admins can create but everyone can add to (kinda like hts has).

for example if you go to testing, Assassin8 made a READ FIRST thread but it will evenyually make its way to the bottom of the list, but if it was to be stickied it would stay at the top ;)B)
