Use a program like GIMP to create a text layer above the background and use a colour similar to the background. Look into transparency as well.

This is definitely not something you should ever actually use for anything except goofing around.
Like Moshbat said, you can see the image by looking directly at the monitor on some models, and almost every LCD screen in a laptop will show it if you look at it from an angle.

I noticed it when I dragged the image from my browser onto the desktop. Slight transparency is done while dragging images as an effect.

Or you could just open it up in mspaint and use the fill with colour tool. Or highlight it in your browser.
Or, in some cases (like mine), you can see the text without doing a thing.

He was interested in creating the image after solving it.
