Ranking Question: Significance of "x of 2619"

Thought of this before and thought I'd ask it. Couldn't figure it out on my own.

On each profile, there is a ranking. It says 1301 of 2619. My question is, what is the significance of that cutoff?

a) Is it arbitrarily set?
or
B) Is it the total number of the some 50,000 members who have attempted a certain number of challenges?

No, it isn't set to a fixed number of members, but a fixed number of points(I believe it's 500) is required before you get a ranking.
"x of 2619" only means there's 2619 members with more than 500 challenge points.
