Maybe a quiz for noobs to take. They have to read through the FAQ and forum rules and then take a quiz on it. If they get less than 100% then they cant post in the forums.
I'm talking really easy questions that you would have to read through the FAQ and forums through to know.

Like spyware said, if they can see a pattern then they are definitly smart enough to post. Its not like its a freakin exam. They just have to read the faq and forum rules and answer questions about proper procedure.

I have to agree, if they are unable to get 100% on a 10-20 question quiz, they aren't capable of learning.
