ok i understand what the outside bracket represents and that each number after the decimal represents a letter but how did you get the letter H from 16 ::EDIT:: never mind i got it i can decrypt that too

ohh now i get it...

every letter has its number
a = 0.00
b = 0.01
ect
and the (0.09) means it just changes the 0.01 to 0.10

So
h -> 0.07 + (0.09) = 0.16
e -> 0.02 + (0.09) = 0.13
l -> 0.11 + (0.09) = 0.20
l -> 0.11 + (0.09) = 0.20
b -> 0.02 + (0.09) = 0.10
o -> 0.14 + (0.09) = 0.23
u -> 0.20 + (0.09) = 0.29
n -> 0.17 + (0.09) = 0.22
d -> 0.03 + (0.09) = 0.12

(0.20*100)-(0.09*100)+1 = 12 = L
(0.10*100)-(0.09*100)+1 = 02 = B
(0.23*100)-(0.09*100)+1 = 15 = 0
(0.29*100)-(0.09*100)+1 = 21 = U
(0.22*100)-(0.09*100)+1 = 14 = N
(0.12*100)-(0.09*100)+1 = 04 = D

i made one as well curious to see if someone can get it(below)

Chislam hacks edited lost loving members lifes totally.

^^ is the encrypted message. Decrypt it! By the way there is a space that is not in the decrypted message but you will know the words.
