how do you download area protected videos?

these days if you go to any government run media website or even some of the privately run television websites you can generally download some or all of their programs. for free. but you have to be in the right area. for example go to BBC and you can download their shows but you have to be in england to do it.
is there a way around this? is it to do with the ISP or IP or what?
i have no idea what exactly they are doing to restrict download. but surely there's some way of stopping it. so if you know of anything that could help....

More specifically, use a proxy located in that particular country. Or you can look into FF addons that allow you to download movies you choose.

Spoof your User Agent, and if it still won't let you through because it checks the IP - use a proxy as stated above.
