You mean different themes? Well as of right now there are... 3(?) different themes to choose from. Go to edit profile and you should see a drop down box.
There's also a competition going on right now where you can create your own theme and, if it's good enough, it will be set so that ever can use it. Check the news submission for more information.

i mean using a color code to create your own theme within the background, where you can personally choose what color the words are, the links, background and border, |

Personally, I think Futility's solution is the most ideal; when you create something artistic like that, it's pleasant to share it with the rest of the community by creating a CSS theme. As for what you want to do... you can with the right tools and knowledge.
